This is one type of scrolling text. The text on this page is actually taken from another page, and imbedded into the page you are actually looking at - hence the name for this - IFrame, short for imbedded frame.

This is especially good if you have a lengthy bit of text to display, but you only expect a few of your visitors to want to read the whole thing. You can display the first few lines of text and still have room on your page for other items that you think might be of interest to other visitors.
